Raul Alejandro Bastilla Pedro de Veloso de Maldonado is the Venezuelan officer who came to represent his town in Venezuela during the episode "Sister City", along with Antonio Rivera-Fonseca and Elvis Correja. Raul is often rude to Leslie and other members of the Pawnee government, frequently commenting on how unkempt the city is. However, he confesses that he is only rude because he is jealous of his counterparts in another Venezuelan city who were able to go to Miami, their sister city. In apology, Raul gives Leslie a check for $35,000 to fill in the pit on Lot 48, but their money is refused when he is heard talking about Hugo Chavez's plan to "shame and humiliate America".
