Howard Tuttleman, often referred to as The Douche, is a recurring character in the NBC sitcom Parks and Recreation. He is one of two shock jocks of the morning zoo-style Pawnee radio program, Crazy Ira and The Douche.
In the episode "The Fight", Ann and Howard are seen flirting at The Snakehole Lounge.
In Ann's Decision, it is revealed - when Ann briefly considers him as a potential father for her baby - that Howard is highly-educated, having attended Northwestern University to study semiotics, and originally started 'The Douche' personality as a comedy act. However, he has used the personality for so long that he can no longer keep the act separated from his real personality, leading to him constantly shifting between the two: he wanted to give a baby girl the name of a cared for family member, but give a baby boy a name related to toilet humor.
