Councilman Douglass Howser is on the City Council in Pawnee. Leslie Knope repeatedly runs into him at Pawnee City Hall, where she uses these awkward situations to discuss politics with him. Howser usually votes against Jamm, Milton, and Dexhart and with Leslie.

Storyline

Season 2

Once while Leslie was getting a piggyback from Andy Dwyer in "Hunting Trip", she smashed into the Councilman. Leslie saw the Councilman's penis when she followed Ron Swanson into the men's bathroom in "94 Meetings."

Season 3

While racing Ben Wyatt down the hallway, Leslie shoved the Councilman in the episode "The Fight."

Season 4

In the episode "Win, Lose, or Draw," Donna Meagle mentions that she and Councilman Howser were on a date and she was "about to make it with him" when she was interrupted by April Ludgate's computer crisis.

Season 5

In the episode "Soda Tax," he presides over the first city council session depicted onscreen. He votes in favor of Leslie's proposed tax on sugary drinks, allowing the measure to pass 3-2.

In "How a Bill Becomes a Law," Howser votes in favor of the Pawnee Fun in the Sun Act (along with Leslie and Jamm). The bill passed 3-1.

In "Ann's Decision," Leslie runs into him while chasing Howard "The Douche" Tuttleman, accidentally calling at him "Hey, Douche!"

In "Leslie and Ben," his appearance interrupts Leslie while she taunts Councilman Jeremy Jamm by yelling "Knope rules, Jamm sucks" through a megaphone.

In "Animal Control," Howser is present during a city council meeting to appoint the next animal control department head. He tells Leslie that the councilmen usually take turns making departmental appointments, and he seems to agree when she rebukes this tradition and insists on finding a qualified candidate. Later, when Leslie moves to absorb the animal control department into the parks department, Howser seconds her motion, which passes 4-1.

In "Swing Vote," Leslie mentions that Howser is in favor of her bill that would continue public funding for the Pawnee miniature golf course. The measure ultimately fails 2-3.

Trivia

  • On Mondays from 12:00 to 4:00 p.m. and all day Wednesdays, he performs magic around town for schools, hospitals, senior centers, and the like.
  • He appears to be the chairman of the Pawnee City Council.
  • He usually agrees with Leslie on many votes that the council takes.
  • Leslie is known to embarrass herself a lot in front of him.
